He can't manage it on his own, but loves to be helped to standup. Very girlie outfit (woops!)

Oh Dear, I should stick to doing scarves but I decided to be ambitious and knit my Nephew a hoodie.
I have knit the back, but when I looked at the "shaping the neck" instructions I got very confused.K17, join second ball of wool and bind off centre 12 sts, k to end.
Working both sides at once, bind off 3 sts from each neck edge once. Bind off remaining 14 sts each side for shoulders.I think bind off means cast off, and I think when you join the second ball of wool you then knit with double wool??? If so I can manage the first line
but then I am lost.Any good knitters like to help?? Explain it in very basic terms please.Look forward to moblogging the finished product!!!
