Given the long view, are stopped clocks perhaps just temporarily slow clocks?
(assuming they get going again)

Stopped Clock, New Oxford street

It's hard to see since I was so far away, but that building in the
centre has an enormous stopped clock on the top of it, right where high
holborn turns into new oxford street.

The other clock faces arms have been removed. This suggests that there is current work being done rather than this being a true stopped clock
