They find them in the same place as the big brother contestants.

Programme makers are convinced that this is what we want, their research tells them that we watch this stuff, so they make more... Eventually we all become convinced that everyone but us is incompetent/ undeserving, a lesser human.
That people are some way or other, bewildered, incompetent or foolish only makes them normal...
What these progs do is return us to the Roman Circus view of our fellow humans...
