It makes people think twice if they know that their action will be seen. But when you get past that mental block then you are free to do as you please. It is only usefull after the deed is done, and then only if it is of high quality

Some scally kid nicked V's handbag from a bus seat under the watchful eye of cctv a couple of months back. The police weren't able to identify him from the cctv apparently. Whether that's because they didn't know him or because the picture was of low quality, they didn't say.

I used to work at a solicitors. And not giving too much away... there was a case involving cctv from a bus... and it was pretty much useless. It helped identify what the person was wearing... ish.
CCTV is there to scare. That is all.
If anything happened to me i would be more interested in there being people around who would do something to help me, rather than have a video tape of it happening.

I'll never forget the oleaginous Nick Whatever from Crimewatch appealling for people to identify the unidentifiable blurs who'd just raped a young woman at a railway station. Staffing instead of CCTV might prevent such an attack.

CCTV also amplifies Britain's present bleating epidemic of bystander syndrome.
