Court records will give a skewed impression of the prevalence of the offences because in minor assaults it was often merely a question of one person's word against another so never even led to an arrest, much less to court. For example, being spat at was always an offence - threatening behaviour or perhaps even a form of assault. It was just really hard to prosecute. Taking a swab is a new way to connect the offence with an individual and therefore offer a greater chance of prosecution.
Given this greater efficiency, more swabs are issued, more assaults recorded, more charges laid, more convictions achieved. Given that more people are now being prosecuted for using threatening behaviour against, or for assaulting, staff the unions step up their demands for swab kits, leading to even wider use... blah, woof...
