on Saturday, while most newspapers were leading with the news that Saddam Hussein had been hanged, the Paisley Daily Express ran with the news that BBC weather presenter Heather Reid has been awarded an OBE.

People from Paisley are called Buddies, and I didn't actually know why until I googled it and found this fairly plausible explanation.
They were probably in party mood what with it being Hogmanay and all that.
