He's made of straw - he's a finishing touch to the thatch. Some thatchers make all their own ornaments, as well as thatching, but dolly making is a good occupation for senior thatchers.
There are dozens of designs - this fox is stalking a family of thatch fowl on the other side of the chimney but there were too many phone lines for a good shot. Traditionally, thatch dollies keep off witches...
