A ring around the sun like that is caused by ice crystal clouds at high altitudes. In the winter it usually means that very cold weather is on the way :)

THis kind of cloud, cirrostratus, is often at 30,00 feet/~10,000 m, where it is much colder. That being said, it is unusual in late Spring/early Summer. The cold weather often follows by about three days, so, who knows :)
