Being a site manager and have built a few toilets in my time (not myself i just yell at those who do for not wearing there hard hat) i would not put that sign up. Looking at it there seems to be no visibale means to open it up. The tile has been grouted in which means any time you need to open it you have a redecortation job to do as well. Access panels are normally at the bottom as they dont stand out down there. The maintance crew should know where it is anyway so the sign is abit pointless.
Looks nice tho
