Inside the camera app (which is kinda shitty btw) there's a setting for it. Unfortunately it's not smart enough to simply switch GPS on when you tell it you want to record location, it directs you to the setting and you have to manually switch it on. Use the HTC Hero widgets for settings on a seperate screen for easy on/off of the most used settings. I use launch dock heavily for both apps and settings so have 4 free screens.
