The stripe's part of his fur. It's a curious marking; maybe his fur turned white there following an injury.
Scar stripe is the best guess. We have a wee black kitty across the road who has a perfect white bracelet around one back paw and a few other white spots from his rough living as a street cat - almost lost the paw by way of taking refuge in a car motor. Fortunately, a talented veterinarian saved it, and him.
Now I'm wondering what kind of accident befell him :( It seems a fairly strange place for a cat injury.
It is a rather neat marking and he (or she) is a very friendly cat.
Given the location, I would suspect a kidney injury or perhaps birth defect that needed to be corrected.
I hope it was caused by surgery, rather than, say, an axe falling on him!
