well, I'd like to migrate here too. this is a famous shorebird migration destination. an IBA. ramsar too. splendid photo.
They're not going, they just arrived from their northern breeding grounds. They're migrants in the sense that they're just loafing around in the sun, waiting until the weather clears up and they can go back 'home'. Just like those Canadians who migrate to Florida about now and come back in April.
Im not sure if you guys up there feed them, but they love poking their beaks in the intertidal area, eating worms and other things, so they have enough stored energy for the trip home:)
