This is the very symbol of what's totally and completely wrong with the US healthcare system.
I wish it was easier to explain. At the ultimate core, however, is a horrendous layer of bureaucracy designed to obscure unconcionable greed and criminal irresponsibility with other people's money. Just like with the subprime/mortgage/credit/cds meltdown.
Same disease, different symptom.
This little toy bear, promoting commercial (and expensive) copies of the volumes and volumes of codes (typically bought with huge wads of Other People's Money) necessary to complete a form so that a doctor can get reimbursed for service (from a private stockpile of Other People's Money and/or a dwindling supply of government funds), symbolizes it all by its very presence, by the necessity that brings it into being.
